Occupational Licenses
All notices for 2012 Occupational Licenses for all businesses, including home-based occupations, in the city of Central have been mailed.  Any business whose physical address is located within the city of Central is required by law to pay an annual Occupational License.  If your business did not receive a 2012 renewal notice in the mail, please contact Mindy at 262.5000 or visit the city’s website at www.centralgov.com and go to the Licenses & Permits page to download a form if you have new business that is not yet registered.   Licenses not renewed after March 1, 2012 are considered delinquent with interest and penalties to be accumulated.

If you received a notice, but your business is no longer operating, please let Mindy know so that your business can be removed from the master list.   Please allow up to three weeks for your new Occupational License certificate to be mailed to you.  The law requires that all businesses post their Occupational License in a place visible for public viewing.

Homeowner’s Associations Contacts
The city of Central is compiling an updated list of homeowner’s associations in the city.   If anyone serves on the board of directors for a homeowner’s association, especially the president, please contact David Barrow at 261.5255 so that your association can be added to the list.

Currently, the city has contact information for the following homeowner’s associations:  Bellingrath Lakes, Carmel Acres, Comite Hills, Comite Hills West, Crystal Place, Geo-Je’s, Hampton Village Estates, Indian Mound, Jackson Park, Jackson Place, Magnolia Lakes Estates, Morgan Place, Morgan Place West, Northwoods, and Woods Edge.

The East Baton Rouge Sheriff’s Office conducted a safety checkpoint on Sullivan Rd for the New Year’s holiday on Dec. 30, 2010 starting at 7:00 p.m.

Response to Public Comment Policy at council meetings from the Mayor’s Office
An editorial by Woody Jenkins on page 2 in the Central City News, December 16, 2010 edition titled, “Mayor’s Plan Would Inhibit Public Comment at Council” contained some very misleading and incorrect information regarding public comment at council meetings. This plan is not “the mayor’s plan”, but instead is a plan adopted by a previous city council and included in the city’s code of ordinances.

Old Wax Road Speed Enforcement
EBR Sheriff’s Deputies will increase radar patrols to catch speeders in the wake of two serious accidents on Old Wax Rd over the weekend.  Speeding was a contributing factor in both accidents.

Bridlewood Subdivision Drainage Improvements
The city of Central, LA is pleased to announce its first major capital improvements project related to drainage.  The contractor will start work on Nov. 29, 2010 on a project to help alleviate flooding in the Bridlewood subdivision.  Work for this project is being funded through a $115,000 state grant and local funds.  Work is expected to be completed by the end of the year, weather permitting.

Multi-way stop will be installed
On Tuesday, October 26, 2010, a multi-way stop will be installed at the intersection of Chickasaw Ave and Blaspique Drive in Indian Mound subdivision as part of the city's traffic calming initiative. The necessary traffic calming study was conducted and indicated that there is a speeding problem on Chickasaw Ave. Residents in the area signed the necessary petition of support for a multi-way stop to be installed and all the criteria for traffic calming was met.

Advanced notification signs of the multi-way stop installation were installed on October 20, 2010 at the intersection.

Improve safety on roadways in the Baton Rouge area
Barber Brothers Construction Company is overlaying Old Wax Rd this week as part of the city's 2010 Street Rehabilitation Program.  Crews will come back and finish shoulder work and striping. They will move next to Landmor Drive, Empress Drive, and Morgan Rd and perform overlay work on those two roads. Then, they will move into Bellingrath Lakes (1st and 2nd fililngs) to rehab the streets in that subdivision as well as in Morgan Place West, 4th filing.   All of these streets are being rehabilitated at a cost of approximately $1 million dollars from the city of Central's 1/2-cent sales tax for street rehabilitation. There were seven bidders on this program, and Barber Brothers submitted the low bid. They have until December 14 to complete all work. 

Your tax dollars at work
The Louisiana Department of Transportation and Development (DOTD) announced today that bids will be taken on Oct. 27 for a project that is designed to improve safety on roadways in the Baton Rouge area.

Work on the estimated $1 million to $2.5 million project will involve installing centerline rumble strips on over 186 miles of state highways in DOTD District 61, which includes Ascension, Assumption, East Baton Rouge, East Feliciana, Iberville, Pointe Coupee, St. James, West Baton Rouge and West Feliciana parishes. In Central, these centerline rumble trips will be installed on Greenwell Springs Rd from Magnolia Bridge Rd to the northern parish line. They will also be installed along Hwy 64 from Liberty Rd to Plank Rd.

The city of Central has a similar project scheduled for 2011 through the cooperation of DOTD and the Local Road Safety Program from a grant submitted by the city. This will involve the installation of centerline rumble strips along sections of Lovett Rd, Devall Rd, Denham Rd, and Frenchtown Rd.

Centerline rumble strips are grooved patterns that are grinded into the center of a roadway. They work by producing a noise and vibration that alerts drivers that they are beginning to leave their travel lane. Installing centerline rumble strips is a way to prevent head-on collisions and opposite-direction sideswipe crashes on two-lane roadways. According to the 2010 Highway Safety Manual published by the American Association of State and Transportation Officials, installing centerline rumble strips can reduce these crashes by 15%.

"The safety of the traveling public is the number one priority at DOTD," said DOTD Secretary Sherri. H. LeBas. "Installing centerline rumble strips is yet another way that we can help to prevent crashes and increase safety on Louisiana’s roadways."

Work on the project should begin in early 2011 and finish in summer 2011. The project is being funded using Federal Highway Safety Improvement Program Funding at a cost share of 90% federal funds and 10% state matching funds.
This project is part of a statewide safety initiative to install centerline rumble strips on over 2,100 miles of state highways. DOTD will accept bids for all of the projects by the end of the year.

Garbage/Trash Collection and Recycling

Information on curbside garbage, trash and recycling pickup can now be found on the Public Works page. The City-Parish is responsible for all garbage and trash pickup within the city of Central and can be reached by calling “311.”

All matters pertaining to garbage, trash and sewer are still being handled by the City-Parish. You may call the City-Parish Public Works hotline at "311" to report problems with garbage, trash, or sewer. Other DPW issues may be reported to the City of Central at 225.262.5000.

Please call us at 225.262.5000 prior to installing a business sign in front of any commercial business within the City of Central so that you can be made aware of the sign regulations.
